YOU MAY NEED TO DRILL ONE.
Many Governor covers coming new in box from AC Delco have minor
surface
rust specs. I Coat them with  a thin layer of oil to
preserve
them while in storage
before
sale.This coating should be cleaned off prior to installation. This does not
affect
function once they are installed and transmission oil makes contact with them.
